In Illinois, nearly 5 million adults, 50% of the population, are estimated to have an arrest or conviction record. Housing is foundational for employment success, family stability, and overall well-being. Unfortunately, criminal history checks are a typical part of the housing application processes, and many people with records are declined housing opportunities they would otherwise be a good fit for, but for the criminal record.
Our goal for Win-Win was to develop user-friendly guidance about the use of criminal records in screening and housing applicants, and to provide recommendations that housing providers can adopt and adapt, in whole or in part, to increase housing opportunities for people with criminal records.

Since 2015, the MacArthur Foundation's Big Bet On Nigeria is investing in efforts to reduce corruption in Nigeria by supporting Nigerian-led endeavors that strengthen transparency, accountability, and participation. Corruption, impunity, and lack of accountability in Nigeria have far-reaching impacts on access to and quality of public services, the well-being of Nigerians, and overall development. The On Nigeria strategy builds on Jonathan Fox's "sandwich" theory,1 which recognizes the importance of the combination of a push from below and a squeeze from above to effect change and sustain momentum. The push from below is the "voice"— representing citizens' actions to demand change and develop local solutions to corruption, while the squeeze from above is the "teeth"—representing the efforts of government and other high-level actors to develop and enforce laws and regulations, using incentives to discourage corruption and sanctions to punish it. The On Nigeria theory of change harnesses the "voice" of Nigerian citizens and the "teeth" of Nigerian public and private institutions, and combined with capacity building and collaboration, intends to address the problem of corruption in Nigeria.
The On Nigeria evaluation and learning framework seeks to answer three overarching evaluation questions: (1) How is the MacArthur Foundation's strategy contributing to changing transparency and accountability of government and private-sector actors? (2) How is the MacArthur Foundation's strategy contributing to changing social norms and citizens' behaviors related to corruption? and (3) What kinds of adaptation or changes are needed in the theory of change and/or strategy to achieve better results? The framework is designed to provide specific information related to On Nigeria's landscape, outcomes, impacts, and feedback on the strategy to assess progress and adapt the strategy as needed.
Based on the analytical work of Observatoire international de l'exploitation sexuelle (International Observatory on Sexual Exploitation), Fondation Scelles' 5th Global report on sexual exploitation around the world aims to provide a clear vision of the current situation, suitable for furthering the awareness-raising on the issues around sexual exploitation and the reflection on the urgent answers needed.
It includes reports on 35 countries and 11 main topics from 2016-2018.The work produced comes from a wide range of sources, all of which reflect not only events related to studied issues and that happened over the last three years, but debates and controversies that have left their mark in the news.
This study was carried out by an international writing team (USA, France, Argentina, Ukraine, Zambia…) from various backgrounds (sociology, political science, international relations, human rights, international law…), and by expert practitioners (lawyers, judges, and procurers in particular).

This report calls on civic leaders, advocates, elected officials, and philanthropists to address the legacy of structural racism in the United States and advance racial equity by taking steps to close four large equity gaps between people of color and white people.
Based on interviews and discussions with experts, advocates, practitioners, and policy makers in the fields of wealth building, public education, employment, and justice policy, the report outlines solutions for each of the four interrelated disparities — in wealth, education, employment and earnings, and policing practices — arguing that greater equity in one area could lead to gains in others.

Paroling authorities play an important, if often unrecognized role, in American prison policies. Discretionary parole processes decide the actual release dates for most individuals subject to confinement in 34 states. Additional leverage over time served is exercised through parole boards' revocation and re-release authority. The degree of discretion these back-end officials exert over the dosage of incarceration is vast, sometimes more than that held by sentencing courts.
Any comprehensive program to change American prison policy must focus to a significant degree on prison-release discretion, where it exists, and its relationship to time served. During the buildup to mass incarceration, many parole boards became increasingly reluctant to grant release to eligible prisoners. Today, if it were possible to reverse this upward driver of prison populations, parole boards could be important contributors to a new evidence-based status quo of lower prison rates in many states. Reasonable objectives of reform include policy-driven increases in the likelihood of parole release, and more rational decision making overall about time served.
This report describes twelve "levers of change," each associated with potential reforms in the realm of discretionary parole release. The reforms are called "change levers" because, once a lever is pulled, it is designed to impact prison populations by altering parole grant rates and durations of time served. The report identifies 12 areas of innovation that, to some degree, have already been tried by a number of states. In most cases, from a distance, it is impossible to evaluate the quality of each state's implementation of one or more change levers, or the results that have been achieved. But the fact that states have begun to experiment in specific areas shows that there is an appetite for reform. In addition, actual experimentation indicates that some of the groundwork has been laid for evaluation, improvement, and dissemination of promising ideas to many additional states.
Some levers have become embedded in the decision protocols of parole boards over the past 20 years and more, while others have emerged only recently. One of the goals of this report is to demonstrate how combining the levers is key to reform. This report maps the terrain of the 12 identified change levers, to the degree permitted by available information. The map shows a huge amount of state-by-state variation, even without hands-on study of each system. The report further classifies individual levers based on the number of jurisdictions in which they have been identified, and their potential impact on states' prison populations.

OMB Watch partnered with Georgetown University's Public Policy Institute and Accenture's Institute for Public Service to craft consensus recommendations for the next president related to improving government performance measurement systems. The project convened a wide range of policy experts, academics, government representatives, and others to explore areas of agreement in a very disparate field.

Poverty does not treat everyone equally. Women, children, gender minorities, and people of color are often the hardest hit. And while women in poverty experience the same issues that all people in poverty experience—income inequality, unemployment, poor health, violence, trauma, and more—the odds are often uniquely stacked against them in gendered ways.
There are 6.5 million women. and an estimated 50,000 trans people living in Illinois. They are a driving force in our economy and care for our children, sick, and elderly, and yet continue to face discrimination and inequitable opportunities. This year's annual report on poverty in Illinois shows how gender, gender identity, and gender norms shape experiences of poverty for women and gender minorities—and how women who have other marginalized identities experience even more inequity. If we want to dramatically reduce poverty, improving the well-being of women— particularly women of color—would deliver the biggest return.

This report assesses the number and dynamics of cases of missing and murdered American Indian and Alaska Native women and girls in cities across the United States and provides recommendations to address the issue. It also discusses why obtaining data on this violence is so difficult, how law enforcement agencies are tracking and responding to these cases, and how media is reporting on them.

After John D. Rockefeller, Jr. was appointed to serve on the New York White Slavery Grand Jury, he began a long commitment to the cause of prostitution and sex trafficking. This research report outlines initial conclusions based on a review of records in the Rockefeller Archive Center for the ten years after Rockefeller's service on the grand jury. The research report summarizes findings from the archives, previews arguments deriving from the archival documents, and suggests additional future directions for research.
