Impact Case Studies: Promoting an enabling environment for philanthropy and civil society

This collection of impact case studies illustrates how Philanthropy Support Organizations (PSOs) have implemented successful strategies to promote an enabling environment for civil society and philanthropy to thrive. Through eight cases from different countries, WINGS is bringing to the spotlight experiences that often remain behind the scenes. The publication also features specialized articles from the International Center for Not-for-Profit Law (ICNL), Forus and CIVICUS. Despite the challenges of shrinking space or lack of conducive fiscal environment, PSOs are creative and have tremendous positive impact on the field in response to these challenges. In this sense, this report is both a source of inspiration and a call to action.

Giving to Pakistan: Guidelines for Donors

Pakistan is one of the fastest growing countries in the Asian region with a population of nearly 220 million people, with an estimated number of 49.5 million people living in poverty. These socio-economic conditions are the main driving source behind the estimated 15,000 to 20,000 nonprofits (NPOs) operating in the country. Almost 46% of NPOs work in education, and approximately 17% focus on civil rights and advocacy; the remainder provides social services in areas of health, relief, culture and recreation. Given this landscape, as well as the need to navigate the rules and regulations of both donor and recipient jurisdictions, especially from the perspective of a US donor and/or grant-maker, it is vital to have a comprehensive understanding of the local context, as well as the requirements and conditions impacting cross-border giving to Pakistan.We expect that these guidelines will be of value to the broad spectrum of donors, grant-makers and NPOs. I look forward to working together to further enhance cross-border philanthropic inflows to Pakistan.

This document contains information on the legal and fiscal frameworks of 16 Latin American countries related to donations. It is a starting point within the complex and changing world of laws that lead to donations. We believe that it will help clarify its comprehension and allow us to compare reflections on regulations, benefits, and barriers existing in different jurisdictions. We hope that this publication will stimulate conversation about the differences in legislation and its impact on donations to favour the development of philanthropy and the nonprofit sector in Latin America.---El presente documento contiene información sobre los marcos legales y fiscales de 16 países de América Latina relacionados con las donaciones. Es un punto de partida dentro del complejo y cambiante mundo de las leyes que rigen a los donativos. Creemos que contribuirá a clarificar su comprensión y permitirá comparar o reflexionar sobre las regulaciones, beneficios y barreras existentes en las diferentes jurisdicciones. An Analysis of the Application of Financial Action Task Force Recommendations and its Implication on Civil Society in Turkey

This information note sheds light on the policies and safeguards suggested by the Financial Action Task Force (FATF) against terrorist financing, money laundering, and financing of weapons of mass destruction and discusses theirimpact on civil society activities in Turkey. The Law on the Prevention of Financing of Proliferation of Weapons of Mass Destruction (hereinafter referred to as "the Law") which entered into force on December 31, 2020; aims to mitigate these risks and comply with the FATF principles; however, these new measures will severely restrict civic space and stifle the activities of civil society organizations (CSOs). This document focuses on anti-money laundering (AML) and counter-terrorism financing (CTF) standards for civil society that were introduced by the FATF and analysis of the Law from the point of view of FATF Standards. It provides brief information about the FATF and mutual evaluation process, putting Turkey's membership to the FATF in perspective, and offering details of the Law and its analysis with regard to the FATF.

Mapping on Terrorrism Financing Risk in Nonprofit Organizations in Member Countries of the Financial Action Task Force of Latin America: A Nonprofit Organization Sector Regional Report - Excerpt

This report is the result of numerous dialogues held over the years with representatives of civil society, Financial Action Task Force (FATF) standards specialists, regulatory agency authorities, and financial institution representatives. It is also the result of research conducted by FATF experts and experts from the Global Non-profit Organization (NPO) Coalition on FATF on the impact of the preventive framework against terrorist financing on the daily practice of organizations that exercise their freedom of association and contribute to the common good.So far, the debate on the problem of misuse of NPOs for terrorist financing in Latin America has been characterized by assertions based on generalizations rather than on data. Stakeholders have not been able to sit around the table to identify evidence of risk or discuss deficiencies in policies or procedures. The lack of a shared basic understanding of the proper implementation of Recommendation 8 is a major challenge.

Support of CSOs in times of COVID-19: How joint efforts in Europe build resilience

This publication aims to showcase how the Network of European Foundations' programmes and their grantee organisations have been able to adapt and respond to the COVID-19 crisis and its consequences. As with all crises, this one came as both a shock and an opportunity for adaptation and resilience. In the spirit of solidarity, we would like to share how grantee organisations have placed the common good at the centre of their work and found creative solutions during this challenging period. We seek to capture the richness and diversity of the work of the grantee organisations across European countries and how the crisis has had ramifications in nearly all aspects of the programmes supported by NEF. We have selected case studies that illustrate civil society's mobilisation: if the response has been local, we -as Europeans- can learn collectively from those common challenges.

Foundations Respond to Crisis: Toward Equity?

The disproportionate public health and economic impacts of the COVID-19 pandemic on certain communities, along with nationwide protests against police violence and racial injustice, have intensified the calls for foundations to focus on equity and reckon with anti-Black racism in a deeper way than they had before. To what extent have staffed foundations changed their practices in 2020 in response to this push for substantial shifts in how philanthropy approaches its work?CEP surveyed and interviewed foundation leaders to find out. Foundations Respond to Crisis: Toward Equity? reveals that almost all foundations participating in CEP's study report placing new, or more, focus on supporting Black, Latino, and lower-income communities; and most foundation leaders say they are reckoning with racism and paying greater attention to racial equity in their work. However, there remains still significant room for further progress, and it remains to be seen how deep and sustained this new focus will be.

In response, foundations, corporations, and individuals have been disbursing funds to nonprofits to help communities cope with these unprecedented challenges. Candid has been closely tracking the global private philanthropic response to COVID-19 through news stories and other publicly available resources as well as from funders who have reported disbursements directly to Candid. In this report, the Center for Disaster Philanthropy and Candid look at the philanthropic dollars that were distributed for COVID-19 in the first half of 2020.
